The recertification tests have been graded and many of you got a perfect score. Hopefully this was the result of study and discussion and Board 168’s officials will lead the way in rules knowledge this season. On the other hand a number of officials did not return the test and 8 flunked, some miserably. We will talk about the questions that seemed to cause problems below.

            Somebody got the answer wrong to almost every question, but by far the most missed answer was for Q-60. The point of this question is that penalties are not carried over from one period to the next. A period is not over until all related action is completed.  This includes what happens while foul shots awarded for a last second foul are being taken. The T on the coach is part of the previous period not the next. See Case Book Play 5.6.3 situation C.

            The point of Q-7 is that the 30 second interval for a required substitution is not a time out.  Thus the warning horn is only there to make sure the required sub reports in time, not to restrict other substitutions. However, play is supposed to resume as soon as the required sub reports. The official answer is that sub can enter.

            Q-22 & Q-38 look almost the same. In fact Q-22 is the same situation as a question on last year’s test. If a player establishes a position between a guard and a player with the ball, the 5 second count stops.  If the player just passes thru the count continues. Interestingly no one got Q-38 wrong, but lots missed Q-22.

            Q-79 deals with the point that a player dribbling across the back court line is not in front court until the ball and both feet touch in front court. Since ball was never in front court, there can’t be a back court violation.

            Q-1 deals with the fact that you are allowed to take as many steps as desired between the bounces of a dribble, including the last one. The dribble does not end until caught or touched with both hands. Legal action in Q-1.  If the player had tapped the ball to the floor it would have been a violation for touching the ball twice before it hit floor.

            Q-10 deals with the definition of a double foul. The technical fouls are by A1 and B1 against each other but not at the same time. So the play describes a false double foul, and each foul carries its own penalty. (Rule 4-19-8).

            Q-17 is one I beat into the cadets’ heads every year. The exemption to the back court rule on a jump ball applies only to the player in the air. He/she only may land in the back court. Passing to a teammate in back court is still a violation. The teammate is the first to touch the ball in the back court after A-2 established team control in the front court and was last to touch it there. (Rule 9-9-1)

            Q-52 deals with the new rule about leaving the court illegally. The violation occurs as soon as A-1 leaves the court, not on the return. Note that if A-1 is on defense and deliberately leaves the court to get the official to call the violation and prevent an easy score by B-1, the violation should be ignored. (NFHS 2005 Interpretations).

            Q-61 is another back court question. On a throw-in there is no team control until a player posses the ball. Thus the ball can be batted back and forth from front to back court with impunity because for a violation there must be team control in front court, that team be both the last to touch the ball in front court and first to touch it in back court.

            Note that Team A commits a foul during the action in Q-61 it would not be a team control foul under this year’s rule change.

            Q-76 deals with the resumption of play procedure. B violates by not being in 1st lane space for the foul shot. Since the shot was good, B does not violate a second time to merit a T. However, they had better make the throw-in in time to avoid a violation.

            Q-24 & Q-30 deal with odd ball throw-in situations. Both describe legal actions. In the action of Q-24 more than 1 player may be out of bounds after being scored upon as long as they all get back inbounds promptly. In Q-30 the player did not carry the ball into the court, nor were more than 5 seconds consumed.

Refresher test YES answers: 3, 4, 5, 6, 8, 10, 12, 15, 16, 19, 21, 22, 24 thru 27, 29 thru 32, 35 thru 40, 44 thru 46, 48, 50, 54, 58, 59, 65, 66, 68 thru 71, 73, 74, 75, 77, and 80.
